Renewable synthetic Petrol, the answer to climate change ?

Could a Synthetic Petrol made from Hydrogen CO2 and Water be the answer to climate change ?

It requires 1.6MW of electricity to make 1 tonne of fuel a day (obviously this would be pointless without renewable electricity).
