Yet another Chupacabra candidate (alive!)

This animal has been captured in Texas which locals are claiming might be a Chupacabra. I was not instilled with much confidence in the "wildlife expert" who said it is some kind of "canine." It doesn't seem to act like a canine, particularly in how it eats. Seems more a like a hairless (mangy?) raccoon to me. Any thoughts?
