The video in the link above shows the child standing next to the street and clearly darting out in front of the truck leaving no time for the driver to avoid hitting him.
The accident happened in front of a so-called neighborhood hangout where 20-30 concerned citizens approached the child after the collision. The man driving the truck returned to check on the child, at which time the mob commenced to beating him until he was unconscious and then proceeded to stomp his head repeatedly until he was nearly dead.
The crowd was concerned enough with the well-being of the child that they took the time to rob the driver of his wallet, money, credit card, phone and a bag he had in his work truck.
