On November 18 Geonet/GNS upgraded the risk from 1 to 2. This was on radio New Zealand. At that time, and on that bulletin, they advised no one should set foot on the island.
They can only advise, not instruct, so IWI ignored this. They purchased the business 2 years ago, and a multi million dollar boat. Iwi will never take advice from the colonisers, and it is obvious that 3 weeks may have passed with nothing happening, but something happened, tragically during that brief day cycle. Like stadiums, White Island is almost always empty.
