What should be done with hackers?

So I'm just reading an article at AP News, and I get hit with a page redirect and popup that says some bull cookies about being infected and I must contact Microsoft Security immediately, and kindly offers me the opportunity to input my Microsoft account username and password. I thought "Gee, I'd better do that!" for about zero nanoseconds, but of course the popup won't close so I nuked the browser through Task Manager.

Do people really fall for this ****** And what should be done with those who perpetrate it? I'd say death by scaphism would be good.
