I know this will cause a crazy storm on both sides but will try it anyway.
I am a firearm owner and I make no bones about the fact that I am unwilling to give away my right (and that is what it is right now) to own firearms. In spite of the recent shootings, most shooting are with pistols and not really planned events.
Create an electronic way to transfer firearms and/or streamline the system we already have. I know that Virginia has an instead electronic check but I do not know how far the system goes. Make the transfer relatively painless, cost maybe around $20 for background check. Make the system available so that it can be used with gun shows as well. With private sales, the buyer and seller go to an FFL dealer with the equipment to make the trade.
If you have a firearm stolen, you need to report it immediately. Obviously, there needs to be some intelligence involved here. If you are on a trip to Germany and somebody breaks into your house, you will not be able to report a firearm stolen. There will be some intelligence involved the other way as well. If you claim a firearm was stolen and your brother used the weapon to rob a liquor store and they can prove you gave it to him, you will be accountable. The charge might only be a misdemeanor but most of us want to stay on the right side of the law.
Second, attempt to get rid of cheap guns. From what I understand, the typical street gun is a cheap weapon. Even things like Taurus automatics are rare. Many are old .25, .22, and such. I believe there are a lot of Ravens and Lorcins still bouncing around. I don't know how much you can do about them but maybe see what can be done with regards to High-Point firearms. Make the price for a new firearm start in the 450 to 500 range.
