Foreign fonts I can't get rid of

I was adding some fonts and went to that folder.....and noticed a lot of sort of Indonesian/Oriental-sounding fonts there. However, Windows (8.1 in this case), being the brilliant (P)OS that it is, wouldn't let me delete them. Anyone know anything about these? I cannot change any setting eg the read-only box in properties or advanced security settings. I tried going to Control Panel areas like Fonts and delete from there, no go. Went to Keyboard and Language to no avail
