the charge of the light brigade-who was most to blame

On the 28th October 1854 Cardigan led the light brigade to near destruction. As a Crimean war fanatic(I'm a member of the Crimean war research society and have 46 books on the war)the question of responsibility is fascinating and ever ongoing. While we should always remember the horror these men went through we can ask who is most to blame.
Lord raglan dictated the order,chief of staff airey wrote it,cap.Nolan carried it,lord Lucan passed it on and Cardigan executed it.
I think raglan is most responsible-it should also be born in mind the guns raglan actually meant was just as suicidal.
