Problem with central bank negative interest rates?

It occurs to me that one problem with a central bank charging negative interest rates is that banks are banks, and hence instead of depositing their money with the central bank, they could just "put it in their mattress" (vaults).



If so, a negative interest rate is really just a zero interest rate by another name.
