While federal law allows a person to make certain guns (not MG's or other title II) without a license or engraving a serial number on them, I'm not sure what CA law says. I don't recall what federal law says about illegal immigrants possessing guns either.
Possibly a case of "we said they said"?
My money is on the feds, but it will be interesting to see how this turns out.
