FEMA Secretly Marking Homes for Death or Internment!!!

So this is the new conspiracy here in San Antonio, TX. I checked out snopes and it seems like there are variations of this urban legend but most of them imply that FEMA agents are marking peoples homes with red or blue X's (or stickers in some cases) as a way to determine what to do with them when the Illuminati finally comes for us all. The culprit seems to be cable or utility companies leaving behind these markings but the link below claims that is not the case. Anyone have any idea where the markings are from or what they are used for?
