Here's an idea, people need a license both to drive as well as to get married, but any two buck toothed hicks can start banging out kids with no checks and balances, and that just doesn't add up. Many roads to Marriage involve counseling and related screening to make sure the Union is most likely to have a chance, and one takes driver's ed to get a drivers license.

it's time to screen those who want kids to prove they're ready to be healthy and nurturing parents and not dump another dysfunctional family disaster upon society.
