As a Smoggie, I'm personally affronted that my current location, Chepstow (a small market town in an area of outstanding natural beauty) is worse than Middlesbrough. :D
I can only assume that the Chepstow sensor is right next to the A48 roundabout (where there is a lot of standing traffic at certain times of day) and/or it's a rogue reading.

Location of sensor may have something to do with it. Hardwick Hill is notoriously congested due to a number of factors.

- Sheer weight of traffic at certain times of day, it's the only way in or out of large parts of town
- A higher volume of traffic due to cars and HGVs using the A48 to avoid paying the Severn Bridge toll
- It's a really steep hill and so HGVs in particular will be working hard and spewing all kinds of ****
- Poor design of the junction half way up the hill which can lead to gridlock
