Apparently this young lady was supposed to make declarative statements and not ask questions.
She asked questions about the below - to be fair, you'd definitely want answers given that:
"Hargrave addressed the school board about a $38,000 pay raise for Superintendent Jerome Puyau, questioning why he was given the raise while teachers haven’t seen a pay increase in years."
