Increasing SETI Funding

One of the tenets of SETI is that advanced alien life might exist. The possibility of advanced alien life is not controversial. A subset of that is the possibility advanced alien life exists that would contact us, if they knew we existed. This possibility also doesn't seem particularly remote: maybe alien life exists, and maybe they would say hello if they picked up a signal from us. It was the basis of Contact, and didn't seem far-fetched.

So as the sphere of our radiation leakage expands, the number of potential aliens that would detect that leakage and find it interesting enough to respond to also expands. Shouldn't SETI's funding expand at the same rate? Or is funding SETI at steady levels an admission that continued silence is evidence against the existence of alien civilizations?
