I am beginning to hate the word "vulnerable"

Whenever the adjective "vulnerable" is used in the news media, it is intended as an emotional trigger, with no real information content. Here is a perfect example:

Isis recruiters targeting refugees in Europe, say counter-terror experts

First sentence of the article:

Quote:

Islamic State recruiters are targeting vulnerable refugees in Europe to radicalise them in an effort to further polarise the European Union population, counter-terror experts have warned.

Is there such thing as "invulnerable refugees"? And how does ISIS distinguish between invulnerable and vulnerable refugees, in order to "target" the latter? Nowhere does the article address that.

Incidentally, I can believe that some Syrian refugees are more easily radicalized than others, which would indeed make them "vulnerable", at least comparatively. But without explaining such distinction, the adjective is meaningless.
