This is a thought experiment.
In an eternal universe (where the total of all energies stays constant 'while' they just transform into one another), even if it was-is-will repeatedly -and infinitely- cyclical (ouroboros-like), would time still be a relevant concept-dimension, out of very local and somehow arbitrary "moments"?
