How does my province borrow money?

I mean. When I hear our province runs a deficit (my province is Nova Scotia) of say 240 million (which was about what it was last year), where does that money come from? Do they go to the bank? Like any bank, wait in line and have someone (maybe the Premier himself) apply for a loan? Or do they have some massive credit line they use? Or a bunch of credit lines?
