Can someone please explain the RNC delegate loophole

So this is on Rachel Maddow about how Ron Paul delegates managed to take over some of the state conventions and replaced the elected delegates through some sort of procedural shenanigans sending Ron Paul delegates to the national convention despite losing badly in the actual voting.

I'm confused as to how this was done. You elect a precinct delegate, they elect county delegate and they elect state delegates. So how would Ron Paul get his supporters into the state convention? Do the delegates not matter and the conventions are open to all?

This went on in more than one state.

I don't get it? Is the RNC so poorly organized elected delegates get overrun at state conventions?

Surely someone understands what happened here and can explain it in plain English.

By the way, the Paul delegates got kicked out at the National Convention and replaced with proper delegates.
