Jeb Bush says Baltimore and Ferguson riots caused by lack of parenting

You see people becoming so despondent they take actions that are horrific.” Bush spoke disparagingly about those two cities as if the actions happened in a vacuum, as if the people in the urban townsfolk just suddenly woke up one day and decided to tear and burn down their own neighborhoods. Of course Bush, obviously speaking to a predominantly white audience, failed to mention that those cultural quakes were caused by the deaths of unarmed black men (Mike Brown in Ferguson and Freddy Gray in Baltimore)...

Was Jeb talking about the officer's parents or the parents of those involved in the protests?
