Representative Justin Harris (R-West Fork) and his wife Marsha adopted two sisters from DHS in March of 2013, but less than a year later sent them to live with another family without notifying the state, according to documents from the Benton County prosecutor.

Francis was arrested in April of 2014, and in November pleaded guilty to sexually assaulting the 6 -year-old girl in his care, the girl the Harris's had adopted. Francis also admitted to two other second degree sexual assaults involving other little girls.
