My first instinct was to think he's lying. But he's actually probably convinced himself. Much easier for him to handle than the truth - that the Bush Administration was the worst in his lifetime largely because Cheney was calling the shots. And that Obama turned around the economic disaster inherited from Bush/Cheney.
Obama being ranked last by Cheney is a great sign for Obama's legacy. Cheney is always extremely wrong.

I'm sure Obama doesn't believe that previous "leadership" produced a better world given that it actually made it much worse. Neocon Americans are probably the only people in the world that believe the Bush/Cheney foreign policy had a positive impact on the world. Which just means that we should never listen to them again.
