The article, titled "Yes, The Bathroom Bills Effect Cis Women, Too, But That's Not The Point" is meant to serve two purposes.
One, as an expose of the reality behind transgender people using public restrooms, and how the bills don't actually stop passing transgender people, but instead unfairly discriminate against all people who do not fall into cisnormative physical appearances. Put in plain language - they don't "look enough like" a man or a woman to exist without doubt.
Two, as a critique as to how the transgender bathroom bills are being opposed, by privileging transgender people (especially transgender woman) who do pass, and therefore shoving everyone else, both trans and cis, under the bus.
