Flags at half-staff - 'is there a cutoff for tragedy?'

The mayor of Annapolis, MD reportedly made a request to fly U.S. flags at half-staff and was supposedly refused (story isn't all that that clear on what happened). Then Trump granted permission. Link from CNN. The mayor called the initial denial an attack on free speech.

CNN could not clarify exactly how the request was denied or who denied it. They just quote Sarah Sanders saying that as soon as Trump heard it was a request from the mayor, he granted it.

A president or ex-president gets a month; ex-First Ladies are not mentioned in Wikipedia, but it seems appropriate. However there are a lot of things I didn't know - fallen firefighters day, fallen peace officers, governors, sitting members of Congress etc. But I don't know what was done for previous mass shootings, including the ones at post offices.

Is there a cutoff for tragedy?
