I don't blame Clinton for saying that Comey's October 28 surprise announcement that the FBI had uncovered additional emails and was notifying congress that these emails were being investigated. Clinton acknowledged that other factors played a role in her unexpected loss but weren't defined in this report. The polls showed that Trump received a bump after Comey's announcement that appeared to remain fixed even after Come's announcement closing the investigation on November 6 (Real Clear Politics).
Personally I don't have any doubt that Comey's odd intrusion benefitted Trump. Whether it was enough to change the result is, for now and perhaps always, an academic question.
One thing that is emerging in teh post election analysis is that Democratic vote totals were down from their 2008 and 2012 levels.
