Claim that Trump did not indicate policies he will pursue

I am from Germany.

There are in german media at least a few stories somehow presuming that Trump did not sufficiently indicate his political intentions to have any idea, what he will do as president.

Might that claim be complete hogwash?

I ask, because after reading such claims i checked on Trump's website and found this:

However i evaluate these political ideas and suggestions, many of them are very definite and clear, especially on page 1. With many points one immediately has an idea, what actions of Trump regarding the issue might be expected.

Now, probably many will have the opinion, that the actions/policy will not be wise, prudent, intelligent, good for the country and the world, etc.

But how can anyone with a sane mind claim, that one is in the dark about what Trump might attempt as president?

Ok, he might not keep what he promised, but that is nothing unusual about politicians, so cannot support the claim, that there is too little information about his goals. Or he might fail with the matters he needs some public support or congress; but failure is different from not pursuing something.

Am i correct to file the claim, that there is little information to guess which policies Trump might pursue, under "complete nonsense"?

(Note: An exception is foreign policy, about which Trump himself said he wants to be unpredictable; predicting what someone trying to be unpredictable will do is of course sometimes difficult)
