Should HS students have to pass a math test to graduate?

I'm turning to this category because the "Education" category is moribund and I really, really want to hear people's opinions.



In the past 15 years or so, it has become fairly common for states to require high school students to pass a test in reading, writing and math in order to graduate. In practice, this mainly comes down to math, at least where I live. Students take the test (which is being phased out) at the end of their sophomore year, and can retake it twice a year. Some students get to be seniors and still have this test hanging over them.



Standardized testing was implemented largely to hold schools, districts and states accountable - not individual students.



Disclosure, I am a math tutor who has benefited from the requirement. I coach students who are aiming to pass a multiple-choice test that is based on material covered in Algebra 1 and Geometry. I thought states had to have graduation tests, per NCLB, but apparently I am wrong. My state has scrapped its old standards and has adopted "Common Core," for the most part. Although there will still be standardized testing, apparently there's no law that forces states to make the test a graduation requirement.



Is there a level of math we all need to know in order to be good citizens? Is it a good idea to make high school students demonstrate this knowledge before they graduate? Why, or why not?
