Punching & kicking allowed, no long-term damage caused = no worry for the perpetrator. A couple of grand and it's all forgotten.
Except perhaps for the victim.
$900 doesn't sound like a lot of compensation, but when killing someone only costs six to eight grand, it's probably about right.
