I'm not trying to be disingenuous here - I'm genuinely curious.
Would it satisfy weapon afficionados, gun owning opponents, and the U.S. Constitution to leave the gun laws as they are, but regulate the ammunition?
Make assembled rounds very difficult to get. Gun owners could make their own ammo (as many do), but would have to do it with casings regulated (and serialized) by the government.
