Ted Cruz - strange contradiction

Anyone noticed that Cruz seems to hold rather contradictory views? I've heard many times when he mentions, "small government", getting the government out of people's lives, criticising religious discrimination in the way of protecting classes of people from systematic discrimination.

Then I read articles such as this one: http://ift.tt/1qqR1cv

"... discouraging prurient interests in autonomous sex and the pursuit of sexual gratification unrelated to procreation ..."


"... There is no substantive-due-process right to stimulate one’s genitals for non-medical purposes unrelated to procreation or outside of an interpersonal relationship...."

That type of view seems to go directly against his other ideas, putting the "big government" into (probably for a lot of teenagers - lockable door) the smallest room in the house.

Now a lot of the time many of these issues can be spun by careful quote mining, sound bites and the like but I find this one interesting because we have an actual argument from premise to conclusion to pick apart.

Rather than a few soundbites from a campaign speech and so on does anyone know if there are any substantial sources in which Cruz explains this (apparent?) contradiction in his view of the role of government in people's lives?
