The US Constitution doesn't define "natural-born citizen", which is a requirement to be President.
But, US law does define this.
here's the definition, that Cruz could only qualify under, as he was born outside the USA to one American citizen:

the problem is, his father was NOT a national of the USA at the time of Ted's birth.
