US sailors released by Iran

A story breaking overnight UK time was that two U.S. patrol boats had apparently gone into Iranian waters and the sailors were being held. Thankfully the BBC is reporting that the sailors have now been released.

According to Iran, the incursion into their waters has been investigated and found to be accidental:

Investigations had shown the boats entered Iranian waters "unintentionally", state television quoted the Guard's statement as saying.
So is this (as I think) a "victory" for Kerry and the Obama administration. A potentially volatile situation was resolved quickly and apparently without rancour ?

Is it instead a humiliating climb down (reportedly in a telephone conversation, Kerry apologised for the incursion) demonstrating how weak Obama and his administration are and how little respect he gets in the rest of the world (a proper - i.e. GOP and white - President would have never apologised to a member of the Axis of EvilTM and would have instead toughed it out) ?

As I say above, to me this illustrates how a mature and reasonable government deals with international relations, in particular with those countries with which it has a rocky relationship.
