Does high value lottery games impact the macro economy?

It occurred that the recent 1.5B lottery represents a lot of money that was taken out of circulation most from poorer folks that would otherwise be spending it. The bulk goes into government coffers and the large wealth buckets of a couple of people. That will not be spent in the immediate future. So the question is whether this might show up as a blip, say, .1% downtick in spending for the month of Jan?
