Case against cop who paralyzed man ends after two mistrials

Watching the video it seems pretty straightforward to me that the cop used excessive force. Also maddening is that the victim was not a criminal, just an old man who couldn't speak English. But two separate juries deadlocked and the judge decided that there will be no third trial.

The video does not look like the police officer "lost his balance and fell" nor that the victim jerked his hand or made any move to grab the weapon.

"They put their hands on me and I was just standing and did not move." So no crime here, he was just walking along the sidewalk. Now he is partially paralyzed and the policeman who did it is scott-free. Still, I guess I can see the sense in not wasting more resources on a third trial if two different juries were deadlocked.
