There are two goals in strength design. First is to prevent a failure under extremely unlikely chance of exceedence loads. The second, and this doesn't apply to all members or all materials, is to ensure a ductile failure mode, so that the inhabitants can tell that the structure is in distress and have time to either fix the problem or evacuate before a collapse.
Or are you trying to refer to progressive collapse?
