With no debate, the Iowa House passed legislation Tuesday that would make sweeping changes to the state's gun laws.

I imagine that there was a ton of debate in closed session away from public view. The bill would prohibit the public from accessing the names of those who hold permits to carry guns and purchase some weapons — records that are currently open to the public.

It also would allow Iowans to purchase gun suppressors, which limit the noise created by firing the weapon. Under current law, possession of a suppressor is a Class D felony punishable by up to five years in prison.

The committee passed it 19-2, the full House 75 to 24.

The bill legalizes suppressors in accordance with federal law.

 HF 527 improves the renewal process and training requirements for permits to carry weapons.

 The bill ends the mandatory permit to purchase, but allows individuals to get an optional permit to purchase.

 HF 527 makes it a class “D” felony to purchases weapons for another person who is legally barred from doing so. (Straw purchases)

 HF 527 allows parents to teach their children how to safely handle a gun, when they decide the time is right.

 Protects the identity of those who have a nonprofessional permit to carry or a permit to acquire.

There is also a provision for law enforcement to sign tax stamp application for law abiding persons who request, fines for people legally carrying a firearm and fail to produce a permit, straw purchases are addressed, holding a carry permit satisfies the requirement to obtain a purchase permit.
