ATF might rule some AR-15 ammo as AP

For decades the US has restricted armor piercing ammunition.

18 U.S.C. 921(a)(17)(B):


Quote:








(B) The term “armor piercing ammunition” means—

(i) a projectile or projectile core which may be used in a handgun and which is constructed entirely (excluding the presence of traces of other substances) from one or a combination of tungsten alloys, steel, iron, brass, bronze, beryllium copper or depleted uranium; or

(ii) a full jacketed projectile larger than .22 caliber designed and intended for use in a handgun and whose jacket has a weight of more than 25 percent of the total weight of the projectile.



Years ago steel core 7.62x39 (used in the SKS and AK) was restricted due to a major gun manufacturer selling a handgun so chambered. There was much discord in the gun community over this. Now due to the (stupid if you ask me) AR-15 pistols being sold, the 5.56 round with the green tip (M855) may be identified as armor piercing even though it does not met the above definition. It is a lead core bullet with a thin copper jacket and a small penetrator made from steel in the tip.

It appears the ATF wants to claim that 5.56 caliber pistols like the AR-15 are not suitable for sporting use, so the M855 ammo would be classified as armor piercing. Doesn't really make any sense to me considering the bullet itself does not come anywhere near the definition for armor piercing.
