It is one of the most common aspects of democratic politics, someone 'talking out' a bill. I understand that there is only a certain amount of time allocated to parliamentary business, but try as I might I cannot work out who sets this time. I believe this may be the speaker, but why does he or she give more time to govermental bills when they may not be impartial enough to allow it? I don't know, I really don't. Any resources to help me understand (UK preferably).
