Generating XML files

I'm a pretty competent computer guy, but I don't know much about XML, DTD, and related goodies.



Where can I find a program that generates an XML file from a DTD and some sort of data file? I'm thinking of a data file whose format is simpler than XML, but perhaps the idea is bogus.
