They are literally classifying homicides as "non-criminal death investigations" while not doing much investigating at all, just to keep the murder numbers down. An example of a "non-criminal death" is 20 year old Tiara Groves, whose decomposing body was found in a vacant warehouse gagged and tied to a chair. Nope, no homicide there! Or the guy who dies in a car crash right after a bullet was fired through his brain, still classified as a "non-criminal death investigation". The guy who was a passenger in the car caught with a loaded Glock and a shell casing to match found in the back seat got charged with aggravated unlawful use of a weapon, but not with homicide.
The last year we've seen Emanuel and his sock puppet McCarthy boasting about what a wonderful job they've been doing in reducing crime, with such misleading nonsense like "lowest number of murders since 1956" while not mentioning that there's nearly 1 million fewer people living in Chicago than there were in 1956.
