What, in your opinion caused it?

A fluke?

Lightning strike?

Lack of investment in the infrastructure?

Negligent maintenance?

A flaw in the design?

If the latter, do all Morandi bridges across Italy and the world need to be closed whilst their integrity is investigated? Any civil engineers in the house?
