Obama: "I'm sorry that I got caught", "I was for it before I was against it"

Obama did not explain what prior call for a review he was alluding to, but aides who spoke to reporters indicated he was referring to a speech he gave in May where he devoted a couple of sentences to the issue.



The president believes “strongly that we need appropriate safeguards and oversight in place to guard against abuse,” a senior administration official said in advance of the speech Friday. The official was one of three who — without apparent irony — briefed reporters on condition of anonymity about the new transparency efforts.

It was also interesting how he tried to frame it as the US's "capabilities" instead of actual policies or actions already taking place.
